To implement the diagnostic evaluation of the quality assessment system for the national “Responsible Service” programme.
This initiative focuses on establishing an evaluation framework for the Responsible Service programme, aiming to assess its effectiveness and identify areas for improvement. The findings will also serve as the foundation for developing the Community Service pilot programme, a multi-component harm prevention initiative supported by a robust evaluation system.
The evaluation process included qualitative fieldwork involving interviews with drug prevention professionals who had implemented the Responsible Service programme in their communities. Additionally, a systematic review of scientific literature on environmental prevention in nightlife settings was conducted, along with an analysis of effective harm prevention programmes currently operating in Europe.
The evaluation revealed that while the Responsible Service programme effectively raises awareness among nightlife professionals about alcohol-related harms, it falls short in demonstrating measurable prevention outcomes. This gap highlights a disconnect between the programme’s design and evidence-based practices employed by successful prevention initiatives.
