General Objective:
To provide technical support for the development of the Local Plan for Preventing Addictions and Problematic Screen Use in Reus.
Summary:
The phenomenon of drug use represents an ongoing and significant challenge for our society, which must be addressed without dramatic undertones, avoiding the stigmatisation of individuals who use substances, but also without trivialising the issue. The consequences in terms of public health, coexistence, and safety remain considerable and transcend geographic boundaries. Tackling this challenge requires a shift in societal perspectives and attitudes, as well as significant planning efforts. Without a comprehensive plan, it is likely that circumstances could overwhelm us at any moment, even if there are good partial initiatives in place. It is essential to have a clear municipal policy regarding the phenomenon of drug use, even if we lack the resources to implement all desirable programmes. A planned response is preferable to a mere excuse, such as a lack of budget or competences.
This new Municipal Plan results from community consensus and the need for continuous adaptation of policies and lines of action. It builds upon the previous PMSDR 2016–2020 while introducing new elements and modifying others. Prevention, health promotion, assistance, and social inclusion, along with harm and risk reduction strategies, form an inseparable continuum: from an approach centred on identifying and addressing risk factors, it emphasises an educational dimension. Additionally, health processes targeting specific population groups are distinctly community-oriented, focusing on positive factors that strengthen health, personal autonomy, and social cohesion through social communication and the relationship between the community and social and economic agents. The main strategies include education, facilitation, social mobilisation, and the advocacy of fundamental principles in health action.
The improvement of prevention evaluation at the community level has optimised understanding of the environmental and social factors that allow researchers to contribute to study efforts and planners to make informed decisions about alcohol and illicit drug use. This has initiated a challenging yet motivating path toward implementing evidence-based strategies in specific social and cultural contexts. In this regard, the development of this new Municipal Drug Plan is grounded in the diagnosis of the drug use phenomenon in Reus (2020) and the outcomes of the participatory evaluation process, involving the stakeholders directly engaged and the councillors of the current municipal government.
To work towards reducing social health inequalities, the participation and engagement of all stakeholders are paramount, as is ensuring the rights of all individuals, particularly the most vulnerable groups, achieving gender equity, and promoting cost-effective actions to safeguard and enhance community health.
