A large-scale socio-sanitary experiment is underway in Spain. The “Cannabis Social Club” (CSC) model emerged 20 years ago and is being adopted all around the world today. Even though hundreds of CSCs now open their doors every day in Spain, the individuals responsible for them face the risk of being sentenced to several years of prison or steep fines. In recent years, while lower levels of the public administration have been adopting regulatory initiatives in this area, other branches of government have been insisting on prohibition.
The Spanish cannabis movement is an example of perseverance and commitment to changing the state’s drug policies: it has gone so far as to challenging the highest courts in the country and it will not let up in its efforts to shift the state’s prohibitionist approach to legislation on this issue to one that protects the fundamental rights of users.
